To The Honorable United States Senators Whitehouse, Warren, and Sanders,

Congratulations. You’re in the catbird seat.

For years, the three of you have been tireless voices for justice in taxation. You’ve stood against corporate loopholes, offshore tax abuse, and a system that rewards hiding wealth more than earning it. You’ve introduced bills. You’ve held hearings. You’ve spoken the truth—even when it was unpopular.

Now, the moment has come when that truth has teeth.

As you know, according to data from the Foreign Financial Institutions, reported under the Foreign Account Tax Compliance Act (FATCA), an estimated $2 trillion resides hidden in offshore tax shelters, untouched. Legally sheltered. Carefully hidden. But real. Earned. And largely untaxed.

Had the House included even a modest 15% repatriation tax on those trillions, it could have brought in $300 billion—without raising a single person’s taxes here at home. Without touching the middle class. Without cutting a single dime from healthcare, food assistance, or veterans’ services.

That would have gone a long way to helping offset the cost of the cuts to Medicaid.

It wouldn’t close the full gap.
But it would have meant something.
It would have shown they tried.
It would have told the American people:
“We’re not going to gut your healthcare without at least trying to tax the corporations hiding profits overseas.”

But they didn’t.

They didn’t even try to do the bare minimum.

Not one line in the bill.
Not one amendment offered on the House floor.
Not even a talking point from leadership.

They chose to hurt the poor rather than inconvenience the rich.

But, now it’s your turn.

As the Senate prepares to vote on the One Big Beautiful Bill (OBBB), you stand in the perfect position to do what you’ve long called for: Insist that this bill include a provision to tax the trillions in offshore corporate profits—whether through a renewed repatriation mechanism like the one used in 2017, or a stronger, fairer version.

As you have long stated:

“There’s no good reason why profits that are booked offshore—often just for accounting gimmickry—shouldn’t be taxed fairly here at home.”

“The system is rigged—rigged to let the wealthy and well-connected skip out on their taxes while everyone else picks up the tab.”
—Senator Elizabeth Warren

“You don’t cut healthcare for the poor while the richest corporations in America are hiding billions offshore. You make them pay their fair share.”
—Senator Bernie Sanders

We agree. And we are excited that your moment has arrived to turn those words
into law.

So again—congratulations. You are now uniquely positioned to show both Congress and the nation what real leadership looks like: by advancing a provision to repatriate at least 15% of the $2 trillion hiding offshore—doing what the House didn’t have the guts to even propose, and letting the country see the difference.

Bring back the tax. Or at the very least, bring back a modest portion to the country that helped them build their fortunes—and handed them the loopholes to hide it.
